The Exile of Kittens
The Exile of Kittens is the most dreaded measure of King Walter's reign. It states that kittens can be drawn at random and condemned to leave the Kingdom of Cats to carry out a coming-of-age quest. In theory, they come back richer for the experience. In practice, many never return.
The pretext of the quest is widely seen as absurd: it is not an ancient tradition but a control mechanism invented by Walter. By threatening to exile children or grandchildren at the slightest sign of protest, the king has set up a climate of fear that paralyses any urge to resist within the Kingdom's families.
The law also has its unintended side effects: the exiled kittens who survive end up forming bonds, networks and groups outside the Kingdom, like the Pillow Knights in the sewers of Cat Tree City, or the communities of Kittens that gather around places like the White Paradise.
The characters the players embody are always exiled Kittens, victims of this law.
