King Walter

Description

King Walter is the ruler of the Kingdom of Cats, settled in the royal apartments atop Cat Tree City. Fat, short-tempered and always idle (except when scheming), he took the throne through cunning and cheating, and holds it through fear.

His most feared instrument of power is the Exile of Kittens: under the pretext of an initiatory quest, Kittens are drawn by lot and forced to leave the Kingdom. This constant threat silences all dissent: a family that protests risks seeing its children banished. The royal guard, fully indoctrinated, enforces the law without a shred of conscience. Taxes are heavy, justice swift.

Walter does not limit himself to direct coercion: he secretly funds unrest outside the Kingdom and maintains networks that let him stir up the outside threat, all the better to justify his authority.
