Description
Balthazar is a lizard, leader of the Red Hooks gang, who terrorizes the Hook district in Corktown. He pressures Mrs. Cuddles's dispensary to extort money from her.
Despite the respect she commands, neither Baron Embergrunt nor the terrified population dare oppose him, granting him near-total impunity.
